The temporary state register of instructors-guides is formed in connection with the updated legislation

At the beginning of June, amendments to the law “On the Basics of Tourist Activities in the Russian Federation” and certain legislative acts come into force, which specify the concept of “instructor-conductor” and information regarding routes requiring their support. In this regard, the Ministry of Economic Development of the Russian Federation decided to form a temporary register of guide instructors on the basis of available data of sports federations and tour operators. 

The register is compiled by organizations authorized to conduct certification of guide instructors: the Mountaineering Federation of Russia (FARC), the Federation of Sports Tourism (FSTR) and the Federation of underwater sports of Russia. They have the right to enter information about guide instructors in the state register on the basis of lists submitted by tour operators and regional sports federations. Applications must be sent before June 1, 2024. 

The tour operator forms a list by  form, sends a scan of letters on letterhead, certified by the signature and seal of the head, to the e-mail of the sports federation, the Russian Federation of underwater sports (RFSport). Next, the tour operator informs the candidate for inclusion in the register about the need to fill out the questionnaire. The candidate independently fills out the questionnaire either on the website of the FSTR and the FAR, or electronically sends to the e-mail of the Russian Underwater Sports Federation. Filling out the questionnaire is a prerequisite in the procedure for providing data for inclusion in the register. Information about persons who completed the questionnaire, but not listed in the lists of tour operators and regional sports federations, are not subject to entry in the state register. Be an operating company and be in the Unified Federal Register of Tour Operators. Implement the direction of domestic tourism.

● Form and implement tours in the field of active tourism. Criteria for a candidate for registration in the register: 

● No criminal record. 

● The candidate is not registered in psychoneurological and narcological dispensaries. 

● For those who are served through the lists of tour operators: experience in providing services to accompany tourists on active routes for at least 2 years. For those who are submitted through the lists of regional sports federations: has a certificate of instructor-guide issued by the sports federation. 

Applications and questionnaires are submitted through the website of the Sports Tourism Federation (> FSTP).
