Equipped for people with hearing impairments. The consulting and ticket sales area is equipped with an induction system for comfortable communication with the museum administrator. When visiting the museum with a tour (individually or organized by a group of up to 11 people), a radio-FM system is used to filter unnecessary sounds. This helps visitors to hear the guide better. Radio is an FM system that filters excess sounds.

The Museum on Peter the Great, 6, is a building built specifically for the Museum of the Society for the Study of the Amur Region, the first scientific society on the Pacific coast of Russia, founded in 1884. It is an example of the fact that the "museum is a national affair": in the collection of funds, the construction of the first building and the formation of collections, the citizens themselves took an active part. Initially aimed at local history, today the museum is a collector of the unique history of the Sea City.

Mission of the Museum and Exhibition Center, which is familiar to citizens called the City Museum, is decoding, "unpacking" urban philosophy, history and mythology. It was from this building that the history of the Arsenyev Museum began, the history of the accumulation and archiving of knowledge about the city and the region.

The museum solved the problem of local lore: explored the unfamiliar environment in which the new city grew. But today Vladivostok itself has become an object of study, so the attention of the Museum is drawn not only to local history, but also to the study of the phenomenon of urban metaphysics.

A city is always "my" or "our" city, not a city in general, it is the result of our idea of it and our attitude towards it. The city has its own “soul”, “destiny”, “language” and is essentially a hypertext consisting of codes, signs and symbols. And this text is written, encrypted and deciphered for several generations of citizens – through urban myths, history, art, folklore – stitching together a canvas of collective memory about the image of the city and its transformation. Therefore, the City Museum is not only history, it is a key that allows you to decipher information about the past, present and future of Vladivostok.
